Steps already taken:
Removed right side and reseated ribbon cable to formatter
reseated connections from power supply board to all other connections.

The only time the feed roller should attempt to turn is when that solenoid is picked.
If you look at the gear assembly, that drives the feed roller you will see it has a section with no teeth, when you manually activate the solenoid the gear assembly turns a fraction of an inch on the shaft so that it's teeth mesh with another gear.
If the teeth are meshing before the solenoid is picked then the gear assembly that drives the feed roller is bad, or there is a slim chance that the idler roller/drag clutch is bad, that's the small roller under the gear assembly with the cut out teeth, it's function is to keep the gear from backing up.
If you remove the idler roller it should turn easily by hand, but there will be a definite drag when you turn it.
